Introduction
The International Workshop IWMSC09 is organized in order to gather researchers interested in Modeling and Simulations of Complex Systems, with the expectation to contribute to the development of a cross-disciplinary network of researchers in modeling and simulation in South-East Asia. This year, the workshop is held during October 29-30, 2009 at the Francophone Institute of Computer Sciences (IFI), in the beautiful city Hanoi.
The workshop has received numerous propositions for contribution from senior researchers, researchers, Ph.D. and Master students in various domains: mathematics, computer science, geophysics, etc. The contributions covered a wide range of research topics in Modeling and Simulation, with emphasis in the application in the context of developing countries: tsunami, epidemics, climate change, epidemic disease prevention in agriculture, etc.
The workshop was also marked with the participation of researchers and students from universities and research institutes from Morocco, Cameroun, Senegal, France, Australia and Vietnam.
We greatly appreciate the administrative and financial support from various organizations: IRD (French Research Institute for Development Aid), IFI (Francophone Institute of Computer Science), Institute of Mathematics (VAST, Vietnam), Institute of Geophysics (VAST, Vietnam), UMI UMMISCO (IRD).

Description
Nowadays, models and simulations are at the heart of computer-supported decision-making processes. They provide an invaluable tool for decision makers to test, for example, potential resource allocation or planning options in virtual environments. They can also provide a vehicle to promote understanding and dialogue on actions related to the development of effective plans, and serve as a basis for involving users, public and practitioners. Models and simulations also offer one avenue for training professionals to better anticipate problems against multiple scenarios. In the last years, innovative modeling techniques in mathematics, computer science and geomatics have been applied to more and more complex data and questions. However, while the researches in each of these domains appear to make huge progresses, the interactions between them are relatively sparse, often because of a reciprocal ignorance. But the complexity of some application domains (in social sciences, ecology, biology, etc.) shows that these interactions are necessary to represent the different scales and different viewpoints with which deciders need to apprehend these phenomena. The goal of the workshop is then to contribute to the development of a cross-disciplinary network of researchers in modeling and simulation in South-East Asia. Researchers in mathematics, computer sciences and geomatics, all working in the modeling of natural or social complex systems related to crucial questions for the developing countries (social simulation, urban planning, animal and human epidemics, natural disasters, agronomy, etc.), will be able to meet and exchange their experience during these two days. The specific aims of the workshop are:
- Promote the dialog between researchers in mathematics, computer science and geomatics on the new trends in modeling and simulation of complex systems.
- Allow practitioners and (economical, social or institutional) deciders working in South-East Asia and abroad to discover new methods of modeling and simulation.
- Contribute to the diffusion of these works through the publication of the most significant contributions.
- Favor the creation of sustainable links between teams in South-East Asia and researchers from other countries.
The duration of the workshop will be two days. Senior researchers from international research laboratories will be invited to present their work and perspectives. Special sessions, for which a call for contribution is going to be organized, will allow PhD students and young researchers from South-East Asia to also present their current work. The workshop will then end by a round table dedicated to a general discussion on the researches presented and the future potential collaborations between participants.

- Registration is free for all participants. Lecturers / researchers / Ph.D. & Master students are all welcome to join the workshop. Document, CD, coffee-break & lunch are also free for all participants. However, the registration is required in advance. For registration, contact Ho Tuong Vinh before 27 October 2009.
